With President Obama signing the pork laden Omnibus Spending bill to allegedly keep government running, Taxpayers for Common Sense did some research on who the top earmarkers in the Senate were.
Here’s a breakdown of the top 20 earmarking senators and the value of their solo earmarks:

They also came up with some recommendations for the President on earmark reform:
Complete, true transparency – All background, request, funding and tracking information on earmarks must be made available on the internet in an easily usable, searchable, sortable, and downloadable format. Over the last two years, more information has been revealed about each earmark: name of the sponsor, released in a searchable format, amplifying background information on House of Representatives earmarks and soon copies of all appropriations earmark request letters. However, lists of projects and earmark disclosure letters on 535 different member web sites is not adequately transparent. Each year TCS converts the list of earmarks into usable spreadsheets that the public can query to manipulate the data to learn more about how their taxpayer dollars are being spent. While OMB has taken on the task of completing databases after the enactment of spending bills, these databases do not include member information and OMB has the resources to develop tools that centralize earmark information even if Congress won’t.
Full budget accountability – Require that all earmarks be tracked, documenting use of funds, justification, historical spending patterns, and results. Items in the President’s budget are required to be submitted with budget justification sheets that provide amplifying information on the project, spending history, and prognosis. Beyond simple one-paragraph request letters from lawmakers, none of this information is available for earmarks. Some projects are funded year after year without any evaluation of merit or when the project will be completed. This information is critical for informed budget decision-making. Agencies and OMB can track performance of earmarked projects and make the information easily available to the public.
Reduce the incentives for earmarking - Strengthen competitive, merit-based, or formula-based funding system at agencies. Strong and transparent funding systems at the agency level will help reduce the appetite and pressure to earmark. In addition, the administration should invite Congress to work with the executive agencies to set criteria in heavily earmarked programs.
Draw the Line at the Defense bill- Veto any Defense spending bill with earmarks. With our nation’s men and women in harms way, the stakes are too high to allow national security decisions to be driven by parochial politics. Moreover, earmarks in the defense bill are the most likely to be steered towards private companies, creating special opportunities for pay-to-play transactions. Let Congress know you are serious about earmark reform by promising to veto any defense spending bill that includes earmarks.
To be truly transparent there should be hundreds of earmarks instead of thousands. Furthermore, we recognize that lawmakers will continue to fight for resources for their districts and for the policies and programs they want most to thrive. Simply banning earmarks could easily drive Congressional attempts to influence agency spending further out of the public view. The responsible approach will be to create systems to allocate our precious taxpayer dollars to the highest priority, most meritorious projects in the national interest.

| President Obama and the Democrat controlled Congress passed a massive $789 billion expansion of government literally overnight, while not one member of Congress or the public had an opportunity to read the legislation, let alone provide any input. You may recall that the President campaigned on transparency.
The President also campaigned on passing legislation without pet project earmarks. He is about to sign the $410 billion Omnibus Appropriations Bill for fiscal year 2009, which contains 8600 pet projects by members of Congress. He and his staff calls that “last year’s business, let’s just move on.”
We have heard the President, Harry Reid and Nancy Pelosi talk of bi-partisan cooperation many times in speeches. Yet, Republican ideas or alternatives have been ignored and met with responses of “we won, we wrote the bill”.
Despite the thousands of emails and phone calls we and others have generated, they continue to pass runaway spending legislation loaded with sneak-a-taxes, new taxes and funding for new government programs, while not seriously addressing the big problems of Social Security, Medicare and Medicaid spending.
An equally big problem is the soon to be “Worse Than Expected” shortfall in federal tax revenue, which puts us on a certain trajectory for an extended recession.
In the first 100 days of President Obama and the Democrat controlled Congress, it’s been business worse than usual in Washington D.C. We now have an economic crisis and a leadership crisis.
Be reminded that our IT movement is a not a “sprint”.
It’s a “marathon”.

Taxpayers for Common Sense has found 8,570 disclosed earmarks worth $7.7 billion in the omnibus spending bill. When you add the $6.6 billion in disclosed earmarks that were in the three FY09 spending bills that passed in the fall (Defense, DHS, MilCon/VA) you end up with $14.3 billion worth of disclosed earmarks in FY09. The apples-to-apples comparison from 2008 yielded $14.8 billion, so there was a $500 million reduction in disclosed earmarks between FY08 and FY09. Click here for the preliminary analysis.
A big disparity between TCS’s number and the Committee number ($3.8 billion) is that the Appropriations Committee chooses not to include earmarks from project-based accounts in their totals, despite the fact that they were not requested by the administration. For example, the Corps of Engineers budget is made up of hundreds of projects that add up to the agency total. These numbers are not included in the committee totals or in their reduction predictions. In addition, the committee ascribes many operations and maintenance projects to the President when they were not actually requested as part of the FY09 budget.
Finally, we can only provide numbers for disclosed earmarks. These are the projects with a member’s name next to them. However, TCS has been doing earmark analysis for many years and we found a lot of “looks like earmark, talks like an earmark” provisions in the bill that we tally as “undisclosed” earmarks, so our totals are apple-to-apple with previous years. For instance, last year TCS found billions ($3.5B) of undisclosed earmarks to go with the earmarks disclosed by the committees ($14.8B). This number will take a lot more digging to figure out. But we are on it.

Some goodies found in the Senate substitute version of the economic stimulus bill. Here is a little teaser on what was found, and you can check out this blog for a lot more details. But this, according to Democrats, constitutes economic stimulus:
- $350 million to develop and maintain a “broadband inventory map” at the Department of Commerce
- $1.375 billion for “Rural Water and Waste Disposal”
- $1 billion for the 2010 Census
- $150 million for the Office of the Federal Detention Trustee
- $50 million in aid to combat Internet Crimes Against Children
- $1.4 billion for water projects for Indian tribes
- $10 million to inspect canals in urban areas
- $2.1 billion on energy efficiency in government buildings
- $600 million to buy high fuel economy vehicles for the federal government
- $240 million for “Alteration of Bridges”
- $55 million for Historic Preservation in Park System
- $150 million for facilities at the Smithsonian
- $100 million in Aging nutrition services
- $400 million for screening and prevention of STD’s, including HIV
- $1.5 billion for “Homelessness Prevention Fund”
Pork, pork, pork and more pork. This is what they call an economic stimulus package? An economy does not need government intervention, it needs to let the private sector promote jobs. The United States has the second highest corporate tax rate in the world and has become unfriendly to the business sector. Why do you think all these companies sell to overseas investors for? What government needs to do is less spending and start with some tax cuts or perhaps enact the FairTax act.
I know I’ve talkded about this before, but I’m going to continue to smash your brains in with this one.
Have you heard of the Fair Tax?
What is the Fair Tax? The FairTax plan is a comprehensive proposal that replaces all federal income and payroll based taxes with an integrated approach including a progressive national retail sales tax, a prebate to ensure no American pays federal taxes on spending up to the poverty level, dollar-for-dollar federal revenue neutrality, and, through companion legislation, the repeal of the 16th Amendment.
* Enables workers to keep their entire paychecks
* Enables retirees to keep their entire pensions
* Refunds in advance the tax on purchases of basic necessities
* Allows American products to compete fairly
* Brings transparency and accountability to tax policy
* Ensures Social Security and Medicare funding
* Closes all loopholes and brings fairness to taxation
* Abolishes the IRS
The Fair Tax Act was first introduced into Congress in 2007 and it is a bill to replace the current complicated income tax code. This tax code was written by Congressman John Linder. It will help reduce government power (gotta love that) and increase spending power for consumers and we all know Americans love to spend considering that Americans actually owe more money than they make.
Bill Archer, former head of House Ways and Means Committee did a survey on the fair tax. The survey was conducted among 500 European companies. One simple question was asked, ” What would you do if the U.S. installed the FairTax.” The responses where astounding. Four hundred said they would build their next plant here. The remaining one hundred said they would move their corporate headquarters here. My guess is that this would be just the tip of the iceberg as to what would follow. Our current tax code does the exact opposite. Product labels would contain the same foreign corporate names but the labels would also contain ” MADE IN THE U.S.A.”
The current tax code also has a hard time keeping people in compliance with the tax laws like tax evasion or illegal immigrants living and working here and not paying tax. The Fair Tax is a tax on all new goods and services. This is an absolute must that all Americans should get to know and understand what is involved in the Fair Tax, our future depends on it!

Get this, Obama says that he wants to “tackle out-of-control Social Security and Medicare spending.”
