Deficit
With projected receipts significantly less than projected outlays, the budget proposed by President Bush predicts a net deficit of approximately 407 billion dollars, adding to a United States governmental debt of about $10.2 trillion.

Total US Tax Receipts of $2.7 trillion on GNP of $14.8 trillion is roughly 18%. Total China Tax receipts of $871 billion on $4.8 trillion GNP or roughly 18%. US is running trillion dollar deficits while China has surplus. Could that be correct?
